UCAA Hosts Groundbreaking Cybersecurity Workshop in Entebbe

The Uganda Civil Aviation Authority (UCAA) recently concluded a pivotal two-day Cybersecurity Workshop at the Imperial Golf View Hotel in Entebbe, marking a significant step toward strengthening the nation’s aviation sector against escalating cyber threats.

Held from June 26th – 27th, 2025, the Entebbe workshop by Uganda Civil Aviation Authority (UCAA) brought together industry experts, government representatives, and private sector stakeholders to enhance awareness and build capacity in managing cyber risks.

Dr. James Mubiru, Uganda Civil Aviation Authority’s Manager of Information Technology, officially closed the event, emphasizing the urgency of the initiative.

“Cyber threats are growing in scale and complexity,” Dr. Mubiru stated. “This workshop has equipped us with both knowledge and a shared commitment to protect our digital aviation infrastructure.”

His remarks resonate with a 2024 Journal of Cybersecurity study, which reported a 30% rise in aviation-targeted cyberattacks since 2020, driven by the sector’s increasing reliance on interconnected digital systems.

The Uganda Civil Aviation Authority (UCAA) workshop’s timing is particularly relevant following a 2023 International Civil Aviation Organization (ICAO) report, which revealed that 70% of global aviation cyber incidents involved ransomware, a trend that emphasizes the need for specialized training and resilience strategies in the industry.

The state-run aviation authority’s proactive approach positions Uganda as a potential leader in addressing these challenges within East Africa.

The Entebbe Internet safety event featured collaboration with notable partners, including Sentinel Africa, Future Technologies, and representatives from the Directorate of Citizenship and Immigration Control, Asante Aviation Ltd, Menzies Aviation, Air Arabia, and DAS Handling Ltd.

This public-private partnership is a rare and encouraging development in the region, where such collaborations have historically been limited.

Uganda Civil Aviation Authority (UCAA) expressed gratitude to all participants, highlighting their valuable contributions to enriching the workshop’s dialogue and objectives.

Key discussions focused on raising awareness of cyber risks, sharing best practices, and fostering a resilient aviation environment.

The Cybersecurity Workshop in Entebbe aligns with Uganda Civil Aviation Authority’s broader commitment to continuous learning and collaboration, as evidenced by recent initiatives like the Inaugural Safety Week at Entebbe International Airport and the introduction of Uganda’s first airport shuttle bus from Kiira Motors.

As cyber threats continue to evolve, the insights gained from this workshop are expected to inform future policies and training programs at the Uganda Aviation Academy, which offers specialized courses in safety and compliance management.

With the aviation sector’s digital infrastructure becoming increasingly vulnerable, Uganda Civil Aviation Authority’s efforts signal a forward-thinking approach to safeguarding one of Uganda’s critical economic pillars.
