The Uganda Ministry of Works and Transport (MoWT), in collaboration with the Uganda Civil Aviation Authority (UCAA), held the National Air Transport Facilitation Committee (NATFC) meeting at Entebbe International Airport, in Entebbe Town, on October 29th, 2025.
The meeting focused on strengthening coordination among key aviation and government stakeholders to enhance Uganda air transport facilitation, improve compliance with international standards, and ensure safe, efficient movement of passengers, cargo, and mail across Uganda’s aviation network.

Broad Stakeholder Representation
Participants included representatives from:
- Airlines and Ground Handling Companies
- Directorate of Citizenship and Immigration Control (DCIC)
- Uganda Revenue Authority (URA)
- Security Agencies
- Ministries of Tourism, Wildlife and Antiquities; Health; Trade, Industry and Cooperatives; Defence and Veteran Affairs; and Agriculture, Animal Industry and Fisheries, among others.
The Entebbe meeting demonstrated Uganda’s multi-agency collaboration in achieving efficient, secure, and customer-friendly air transport operations that align with regional and international benchmarks.
Opening Remarks
The session was officially opened by Mr. Winstone Katushabe, Commissioner for Transport Regulation and Safety, representing the Permanent Secretary of the Ministry of Works and Transport, the Chairperson of the Committee.
Mr. Katushabe commended the members for their cooperation and active engagement, emphasizing that the Committee provides a vital platform for collaboration, cooperation, and information sharing among aviation stakeholders.
“This Committee plays a critical role in facilitating the seamless movement of aircraft, passengers, cargo, and mail while ensuring compliance with international aviation standards,” he noted.

Aligning with International Standards
The Committee’s activities are guided by Standards and Recommended Practices (SARPs) contained in Annex 9 to the Convention on International Civil Aviation.
Mr. Katushabe highlighted that adherence to these standards is not simply a regulatory duty but a fundamental component of delivering a safe, secure, and efficient travel experience for passengers and cargo operators alike.

The meeting featured several key updates and presentations, including:
- Amendments to the National Air Transport Facilitation Programme (NATFP).
- A brief on the EAC CASSOA Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA) State visit.
- Status of implementation of recommendations from the 47th East African Consultative Meeting on Air Transport Facilitation.
- Preparations for the 48th East African Consultative Meeting on Air Transport Facilitation, to be hosted in Uganda from November 26–28, 2025.
- Inspection of Entebbe International Airport facilities and ongoing service improvements.
