In a significant move, the Ministry of Works and Transport in Uganda has announced the temporary suspension of the Express Penalty System (EPS Auto) from June 12th, 2025, to July 12th, 2025. This decision follows widespread concerns from motorists, transport operators, and legal experts regarding the system’s implementation and fairness.

Why Was Express Penalty System (EPS Auto) Suspended?

The Express Penalty System (EPS Auto), introduced to automate traffic fines using digital surveillance, faced intense criticism over its enforcement. Motorists raised concerns about excessive fines, unclear regulations, and a lack of proper road signage. Some drivers reported being penalized unfairly due to technical glitches in the system, while others argued that the fines were disproportionately high, sometimes reaching 20% of a vehicle’s value.

Additionally, transport operators, including taxi drivers and car dealers, voiced frustration over the system’s impact on their businesses. Some dealers claimed that they were being held liable for fines incurred by customers who had purchased vehicles on hire purchase. The Uganda Taxi Operators Association even threatened a sit-down strike if the system remained in place.

Legal and Procedural Challenges

Beyond public dissatisfaction, legal experts questioned the legitimacy of the company managing the Express Penalty System (EPS Auto). A High Court petition was filed, alleging that the firm responsible for issuing digital number plates and fines had failed to meet legal registration requirements. Concerns were also raised about tax evasion, with accusations that penalty receipts were not properly recorded in the Uganda Revenue Authority’s fiscal system.

The Minister of Works and Transport, Gen. Edward Katumba Wamala, assured the public that the suspension would allow time for a comprehensive review of the system.
