Uganda Tourism Board Elevates Training and Jinja Tourism

The Uganda Tourism Board, established under the Tourism Act of 2008, is tasked with promoting and marketing Uganda as a premier travel destination while ensuring quality assurance in tourist facilities.

In recent years, Uganda Tourism Board (UTB) has sharpened its focus on professionalizing the tourism and hospitality sector, recognizing that skilled personnel are the backbone of a thriving industry.

By fostering partnerships with key institutions like the Uganda Hotel and Tourism Training Institute (UHTTI) in Jinja, Uganda Tourism Board (UTB) is driving a transformative agenda to enhance service standards and elevate Uganda’s competitiveness in East Africa’s tourism landscape.

A pivotal moment came in 2022 when Uganda Tourism Board (UTB), in collaboration with Jinja City Authority, announced plans to develop Jinja as a gateway tourism city in eastern Uganda.

This initiative, born out of stakeholder engagements at Jinja City Hall, highlighted the city’s unique offerings which include white-water rafting, tubing, cycling, and horse riding, and identified strategies to overcome challenges facing the sector.

Uganda Tourism Board’s leadership, including Chairman Hon. Daudi Migereko and Vice Chairperson Mrs. Susan Muhwezi, emphasized the need to engage all stakeholders to promote Jinja’s tourism potential while addressing issues like taxation to keep Uganda competitive in the region.

Uganda Hotel and Tourism Training Institute (UHTTI)

At the core of this transformation lies the Uganda Hotel and Tourism Training Institute (UHTTI), a government-owned parastatal in Jinja, established under the Uganda Hotel and Tourism Training Institute (UHTTI) Act of 2015.

Located just 79 kilometers east of Kampala, Uganda Hotel and Tourism Training Institute (UHTTI) has distinguished itself as a center of excellence for hands-on training in hospitality and tourism.

Since its inception in the mid-1980s, the institute has trained over 7,000 students, both local and international, in programs ranging from diplomas in Hotel Management, Tourism Management, and Pastry and Bakery Management to short, tailor-made courses for industry entrants and professionals.

Uganda Hotel and Tourism Training Institute’s mission is to produce a highly skilled and competent workforce capable of delivering professional, sustainable services to tourists while promoting Uganda’s national tourist resources.

The institute offers a robust curriculum, including a two-year Diploma in Tourism Management that equips students with practical skills in tour guiding, driving, and tour management.

Short courses, offered quarterly and during holiday periods in December and January, target a wide audience, from holidaymakers to industry professionals seeking specialized training.

These programs are accredited by the National Council for Higher Education and adhere to national regulations for vocational and technical training.

In July 2024, Uganda Hotel and Tourism Training Institute’s Principal, Richard Kawere, presented a strategic initiative to the Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE).

He outlined plans to equip hoteliers, tourism students, and specialists with skills to dominate the Ugandan and East African markets.

This initiative addresses a critical gap which is the historical reliance on foreign managers, particularly from Kenya, in Uganda’s hospitality sector.




By enhancing training infrastructure, including the construction of a three-star Crested Crane Hotel funded by a $7 million World Bank loan, Uganda Hotel and Tourism Training Institute (UHTTI) aims to empower Ugandans to take leadership roles in the industry.

As Hon. Charles Bakkabulindi noted, “Our major concern is quality training to have Ugandans who can compete with others in this region.”

Jinja: The Adventure Capital with a Bright Future

Jinja’s appeal as a tourism hub is undeniable. Known for its adrenaline-fueled activities, Jinja city offers white-water rafting on the Nile’s world-class rapids, kayaking, quad biking, and bungee jumping, alongside cultural experiences like the Jinja City Tour and the vibrant Nyege Nyege Festival.

The city’s strategic location, coupled with its natural beauty (think Itanda Falls and sailing on Lake Victori) makes it a magnet for tourists.

Uganda Tourism Board (UTB) and Jinja City Authority are not resting on these laurels. Their collaborative efforts focus on developing untapped potential, such as boat racing, sport fishing, and overnight camping on the Nile’s islands, to elevate Jinja to world-class tourism standards.

The partnership between Uganda Tourism Board (UTB) and Uganda Hotel and Tourism Training Institute (UHTTI) is a game-changer for Jinja.

By training local guides, hoteliers, and tourism professionals, Uganda Tourism Board (UTB) ensures that visitors experience a world-class service that complements the city’s natural and cultural attractions.

In 2016, Uganda Tourism Board’s Quality Assurance Department conducted training sessions for site guides in the Busoga region, including Jinja, to enhance their knowledge and skills. This initiative, part of a broader effort to professionalize tour guiding, underscores Uganda Tourism Board’s commitment to continuous development.

Similarly, Uganda Tourism Board’s hotel classification exercises in Jinja ensure that accommodation facilities meet high standards, further boosting the city’s appeal.

The ripple effects of Uganda Tourism Board’s training initiatives extend beyond Jinja. By equipping Ugandans with globally competitive skills, Uganda Tourism Board (UTB) and Uganda Hotel and Tourism Training Institute (UHTTI) are reducing the sector’s reliance on foreign expertise.

Buzaaya County Member of Parliament Hon. Martin Muzaale highlighted the importance of quality training, noting that it is the key to enabling Ugandans to outcompete expatriates.

This focus on local empowerment aligns with Uganda’s broader goal of promoting sustainable tourism that benefits communities and preserves natural resources.

Moreover, Uganda Tourism Board’s partnerships with international organizations, such as Kamageo, which represents Uganda’s tourism interests in the United Kingdom and Ireland, amplify Jinja’s global visibility.

By profiling Jinja alongside Kampala and Entebbe as key tourism destinations, Uganda Tourism Board (UTB) is attracting investment and visitors, further fueling economic growth.
